NOA Notice of Arrival

The NOA notification is used to provide advance arrival information for a vessel arriving at a port in Finland. It forms part of the mandatory pre-arrival information and must be submitted before the vessel arrives at the port.

The NOA notification also serves as confirmation to the authorities that all required pre-arrival information has been submitted. This confirmation is provided in the Declarant statement field.

The NOA notification provides a general overview of the key arrival information related to the port call. More detailed information is submitted, where required, through separate notifications. For example, the number of passengers and crew members is reported in the NOA notification, while detailed passenger and crew information is submitted through the PXA and CWA notifications.

Official Confirmation of Arrival

The Declarant statement submitted in the NOA notification serves as an official confirmation that all required pre-arrival information has been provided.

Complete the Declarant statement field only immediately before submitting the NOA notification, after all other required arrival-related notifications, except the ATA notification, have been submitted. Depending on the port call, these may include DUE, PXA, CWA, CGA, HZA, STA, WAS, WAR, MDH, MDD, SEC and EFF notifications.

The arrival confirmation cannot be withdrawn after the NOA notification has been submitted. If it later becomes apparent that the vessel will not arrive at the port as originally planned, the entire port call must be cancelled.

Required fields

Fairway Dues Decision and Invoice Language

Select the language in which the fairway dues decision and invoice will be displayed in downloadable documents. The documents can be downloaded from the Fairway Dues Calculation page accessed through the port call's Notifications view.

Additional Information for the Formality DE-003-01

Complete this field if you wish to provide additional information relating to the notification that cannot be reported elsewhere. For example, you may provide supplementary information concerning the vessel's arrival, stay in port, departure, or the processing of the notification.

Winter Navigation

If the vessel arrives for the first time in an icebreaking assistance area during the winter navigation season, state that the vessel undertakes to comply with the national general instructions concerning icebreaking assistance.

Barges, Tugs and Pushers

If cargo has been transferred from an ocean-going vessel to a barge before arrival in Finland, and the barge is transported by a tug or pusher, enter the IMO number of the ocean-going vessel from which the cargo was transferred.

Declarant Statement DE-003-07

Select:

ST-FI-01 – Confirmation of arrival notification in accordance with section 3 of Finnish Customs Regulation 3/2018.

Do not complete this field in advance. Make the selection only immediately before submitting the NOA notification, once all required arrival-related notifications have been submitted.

This declaration confirms to the authorities that all information required for the vessel's arrival has been provided.

Vessel Information

Complete the vessel information in this section.

Provide the information if it has changed or has not been reported previously.

If this is the vessel's first port call in NEMO and vessel details have not yet been submitted, report them primarily through the SID and SHP notifications before submitting the NOA notification.

Technical vessel information submitted in the NOA notification may also update data stored in the vessel database. If different values for the same information are submitted through multiple notifications, the most recently submitted value will remain valid.

Some vessel information is reported through other notifications:

SID – Vessel identification information such as vessel name, IMO number and MMSI number.
SHP – General vessel information (primary notification for permanent vessel information).
CRT – Vessel certificates.

Actual Maximum Draught DE-017-03

Enter the vessel's actual arrival draught in metres as applicable upon arrival at port.

Ship Type DE-005-16

Select the vessel type as shown in the vessel's official documents.

Examples:

840 – Tug, single
843 – Pushboat, single
815 – Freight barge
816 – Tank barge

Vessel Breadth DE-008-13

Enter the vessel's maximum breadth in meters as stated in the official documents.

The field is populated automatically from the NEMO vessel database when available. Change it only when necessary.

The breadth must be reported together with Ship Length Overall (DE-008-25).

Protruding Parts Description DE-014-30

Provide a description if the vessel or its cargo includes protruding parts that may affect arrival, berthing, mooring, or port operations.

For example, cargo extending beyond the vessel's deck or hull width.

Ship Deadweight Tonnage DE-008-29

Enter the vessel's deadweight tonnage in metric tonnes as shown in official documents.

The field is populated automatically when available. Amend it only when required.

Deadweight tonnage must be provided together with Ship Gross Tonnage (DE-008-27).

Ship Length Overall DE-008-25

Enter the vessel's maximum overall length in metres as shown in official documents.

Ship Gross Tonnage DE-008-27

Enter the vessel's gross tonnage in accordance with the International Tonnage Certificate or another official document.

Ship Net Tonnage DE-008-28

Enter the vessel's net tonnage in accordance with the International Tonnage Certificate or another official document.

Ship Flag State DE-005-09

Select the vessel's flag state according to registration information and vessel certificates.

The flag state must correspond to the nationality stated in the vessel's official documents.

The flag state must be reported together with Ship Registry (DE-005-10).

Ship Registry Port DE-005-12

Search for and select the vessel's port of registry (UN/LOCODE).

Either this field or Ship Registry Port Name (DE-005-11) must be completed.

Ship Registry Port Name DE-005-11

Enter the name of the port of registry if it is not available in the list.

Ship Registry DE-005-10

Select the registry in which the vessel is registered.

Type of Voyage DE-014-22

Select the voyage type upon arrival.

Available values:

V-01 – International Voyage
V-02 – Domestic Voyage

Select the vessel's reason for calling at the port. If there is more than one reason, add each reason in a separate field.

Select 10 – Miscellaneous / Other if none of the other reasons adequately describes the port call. Use this value also for an anchorage call (a port call taking place at an anchorage) if no other reason accurately describes the visit.

An anchorage call must be reported as a port call when the vessel arrives at an anchorage and remains there for at least 24 hours.

Ports of Call

In this section, report the vessel's ports of call for the current voyage. Add the ports in the order in which the vessel has called or will call at them.

The sequence number indicates the position of the port within the voyage:

-2, -3, -4... = previous ports of call before the most recent port of call
-1 = the most recent port of call before the port of arrival
1 = the next port of call after departure
2, 3, 4... = subsequent ports of call in voyage order

If the vessel is subject to a Maritime Declaration of Health (MDH), report all port calls made during the previous 30 days or during the current voyage, whichever period is shorter.

If the vessel remains at an anchorage for at least 24 hours, the anchorage call may constitute a separate port call. In such cases, use the details of the port associated with the anchorage.

If the vessel is a cruise ship, report cruise itinerary stops in the separate Port Stop section in accordance with the Schengen Borders Code.

Previous Port of Call / Last Port of Call / Next Port of Call / Subsequent Port of Call DE-023-01 / DE-022-06 / DE-022-08 / DE-024-01

Search for and select the port (UN/LOCODE) that the vessel has visited or is scheduled to visit.

At minimum, the last port of call and the next port of call must be provided.

If the port is unknown, select ZZUKN – Unknown Port. However, ZZUKN may only be used for the next port of call, that is, on the row with sequence number 1.

Expected First Location DE-015-04

Select the vessel's first expected location within the port. This may be a berth, terminal or anchorage and corresponds to the Finnish national berth and anchorage location list.

The field is populated automatically based on the information provided when the port call was created.

If it becomes apparent that the vessel will not arrive at the planned port, the entire port call must be cancelled and a new port call created with the correct port information.

Estimated Date and Time of Arrival DE-022-02

Enter the vessel's estimated date and time of arrival at the port.

The field is populated automatically from the information provided when the port call was created.

Update the information without delay if the estimate changes by more than two hours from the previously reported time.

Estimated Date and Time of Departure DE-022-05

Enter the vessel's estimated date and time of departure from the port.

The field is populated automatically from the information provided when the port call was created.

Update the information without delay if the estimate changes by more than two hours from the previously reported time.

Cruise Ship DE-014-09

Select Yes if the vessel is a passenger ship whose primary purpose is to provide passengers with a tourism experience.

Such a vessel typically has:

cabin accommodation for passengers
entertainment and restaurant facilities
the on-board experience as part of the journey

Provide more detailed information in the Cruise Itinerary section of the notification.

Select No for example when the vessel is:

a passenger vessel operating a regular ferry service
a cargo vessel carrying only a limited number of passengers
a day excursion vessel without cabin accommodation

Pilotage Exemption

Complete this section if the vessel is exempt from compulsory pilotage for the voyage.

Pilotage Exemption DE-083-01

Select Yes if the vessel holds a valid pilotage exemption and does not use a pilot when arriving at the port.

The exemption may be based on a Pilot Exemption Certificate (PEC) or a voyage-specific exemption granted by Traficom.

If you select Yes, also complete Pilotage Exemption Certificate Number (DE-083-02).

Enter the PEC number or the reference number of the exemption granted by Traficom.

If the vessel holds multiple exemptions, add each one in a separate field.

Cargo and Persons

Cargo Brief Description DE-014-16

Provide a brief description of the cargo that the vessel intends to discharge or load.

Detailed cargo information must be reported in the CGA notification.

Select Yes if the vessel carries dangerous or environmentally hazardous goods.

Number of Crew DE-034-03

Enter the number of crew members on board.

If the vessel type is 1515 – LASH Barge Carrier, the information does not need to be reported. In such cases, ensure that the vessel type has been provided either during a previous port call or in the current port call through the SHP notification or the Ship Type (DE-005-16) field.

Detailed crew information must be reported in the CWA notification.

Enter the number of passengers on board.

Number of Persons on Board DE-034-01

Enter the total number of persons on board (POB). The total includes both passengers and crew members.

Stowaways must not be included in the passenger count and must instead be reported separately in Stowaways Found (DE-034-04).

Detailed passenger and crew information must be reported in the PXA and CWA notifications.

Master's Given Name DE-012-08

Enter the master's given name as shown in the travel document or another official document.

If multiple given names are shown, report all of them exactly as they appear.

If no separate given name is stated in the document, enter the same name as reported in Master's Family Name (DE-012-01).

Master's Family Name DE-012-01

Enter the master's family name as shown in the travel document or another official document.

If the family name includes a prefix (for example, von Berg or de la Cruz), report the complete family name including the prefix.

If no separate family name is stated in the document, enter the same name as reported in Master's Given Name (DE-012-08).

Stowaways Found DE-034-04

Select Yes if stowaways have been found on board.

Regular Service Indicator DE-014-20

Select Yes if the vessel operates a regular shipping service within the EU.

Regular Service Identifier DE-014-21

Enter the 17-digit authorisation number for the Regular Shipping Service (RSS).

Complete this field only if Regular Service Indicator (DE-014-20) is set to Yes.

Voyage Number DE-014-02

Enter the operator's internal reference number identifying the port call.

The value entered in this field is displayed as the customer reference on the fairway dues invoice generated for the port call.

Agent Information

Provide details of the organisation representing the vessel during the port call.

If two organisations are responsible for notifications relating to the port call, add both organisations on separate rows. The primary representative should be listed first.

Enter the name of the organisation representing the vessel.

Enter the organisation's telephone number including the international dialling code (for example, +358...).

Port Stop

Complete this section for all ports included in the cruise itinerary if Cruise Ship (DE-014-09) is set to Yes. Each stop must be added on a separate row.

The cruise itinerary is reported for the purposes of applying the Schengen Borders Code when:

the cruise starts in Finland, or
the vessel enters the Schengen Area for the first time during the cruise.

If the vessel is required to submit an MDH notification, report the vessel's port stops in the Voyage section for the previous 30 days or the current voyage, whichever period is shorter.

Cruise Activity Description DE-025-04

Provide a description of the cruise itinerary. The route may be described in narrative form, for example by listing ports and describing the sequence of the voyage.
