HZA Notification of Hazardous Materials and Polluting Goods on Board at Arrival

The HZA notification is used to report dangerous and polluting goods carried on board a vessel upon arrival at a port.

If a vessel carrying dangerous or polluting goods arrives from a port outside the European Economic Area (EEA), the information must be reported before departure from the port of loading or immediately when the Finnish port of destination becomes known.

Exceptions – when an HZA notification is not required

The notification is not required in situations specified in section 3 of the Vessel Traffic Service Act where no reporting obligation exists.

Required fields

Additional Information for the Formality DE-003-01

Complete this field if you wish to provide additional information related to the notification that cannot be reported elsewhere. For example:

  • an exception related to the vessel's arrival
  • an exception related to the vessel's stay in port
  • supplementary information relating to the processing of the notification
  • an exceptionally small quantity of a dangerous substance in relation to the volume of its packaging

If you have no additional information to provide, leave the field blank. Do not repeat information that is reported elsewhere in the notification.

DPG List on Board DE-046-02

Select this option if the vessel carries a list, manifest or cargo plan containing information on the dangerous or polluting goods being transported and their location on board.

Baltic MOU Indicator DE-046-08

Select this option if the cargo consists of packaged dangerous goods carried on a Ro-Ro vessel and the transport is subject to the Baltic Sea Memorandum of Understanding (Baltic MOU).

INF Ship Class DE-046-01

Select this field if the vessel carries IMDG Class 7 radioactive cargo, packaged irradiated nuclear fuel, plutonium or high-level radioactive waste.

Available values:

  • INF1 – INF Class 1 Ship
  • INF2 – INF Class 2 Ship
  • INF3 – INF Class 3 Ship

Dangerous Goods Consignment

Report each consignment separately. Each consignment must be entered on its own row.

Bulk cargo and packaged cargo must be reported as separate cargo items even when they contain the same substance.

Each transport unit must be reported as a separate consignment (for example: Substance X / Truck A / Trailer Y / Container Z).

Divide cargo into separate consignments, for example, when:

  • consignments have different ports of loading
  • consignments have different ports of unloading
  • consignments are carried in transit

Do not report empty uncleaned transport units in this section.

Report them in the section Empty Uncleaned Transport Units.

Port of Loading DE-047-01

Search for and select the port (UN/LOCODE) where the substance was loaded onto the vessel.

Port of Discharge DE-047-04

Search for and select the port (UN/LOCODE) where the substance will be discharged from the vessel.

Cargo Operation DE-047-42

Select the cargo operation.

  • COP-03 – Transit
  • COP-04 – Unload
  • COP-05 – UnloadAbove Deck
  • COP-06 – Blend
  • COP-08 – Unload Ship-to-Ship

Dangerous Goods Regulation (Bulk Cargo / Packaged Cargo) DE-049-01

Select the regulation under which the dangerous substance has been classified. The selection determines which fields are displayed and completed.

Available values:

  • ADY – IBC Code (Bulk Cargo)
  • ADZ – IGC Code (Bulk Cargo)
  • AEA – IMSBC Code (Bulk Cargo)
  • AEB – MARPOL Annex I (Bulk Cargo)
  • IMD – IMDG Code (Packaged Cargo)

The selected regulation determines whether bulk cargo fields or packaged cargo fields are completed.

Select the type of marine pollutant property.

  • Y – Category Y
  • Z – Category Z

Select as follows:

  • X, Y or Z → Liquid bulk cargo (MARPOL Annex II)
  • O → Other substance (not a marine pollutant)

2. Transport Equipment

Enter information relating to the transport equipment associated with the consignment. Transport equipment refers to the unit in which the substance is physically transported.

For a single consignment, report transport equipment of the same type. If different types or sizes of transport equipment are used, report them as separate consignments.

The substance's location on board is reported separately in the Transport Equipment section.

Transport Equipment Category DE-051-22

Select the transport equipment category.

Recommended values:

  • AI – Vessel Hold
  • CN – Container
  • SM – Semi-trailer
  • TE – Trailer
  • TN – Tank Container
  • VT – Vessel Tank
  • VD – Vessel Deck

Transport Equipment Identification Number DE-051-01

Enter the identification number of the transport equipment.

Complete this field only for packaged goods and only when the transport equipment category is:

  • CN – Container
  • SM – Semi-trailer
  • TE – Trailer
  • TN – Tank Container

Use:

  • ISO 6346 identification for containers
  • ILU code for swap bodies and semi-trailers

Vehicles such as vans, trucks and articulated vehicles should only be reported here when they are carrying packaged dangerous goods.

Do not report an identification number when the vehicle itself is the transported product.

If several dangerous substances are transported in the same transport equipment, use the same identification number for all related rows.

Position on Board DE-051-02

Enter the location of the substance on board as accurately as possible in accordance with the vessel's cargo plan.

Complete this field only when the transport equipment category is:

  • AI – Vessel Hold
  • VT – Vessel Tank
  • VD – Vessel Deck
