STA Declaration of Stores on Board at Arrival

The STA notification is used to provide information on ship stores carried on board a vessel arriving at a Finnish port, such as alcoholic beverages, tobacco products, fuels, and other supplies subject to control. The notification corresponds to IMO FAL Convention Form 3 (Ship’s Stores Declaration).

Exceptions – when an STA notification is not required

The notification is not required in situations referred to in Section 3 of the Vessel Traffic Service Act where no reporting obligation exists.

Complete this field if you wish to provide additional information related to the notification that cannot be reported in other fields. You may, for example, describe an exception or provide additional information related to ship stores, catering supplies, or the processing of the notification.

Note: If you have nothing specific to report, leave the field empty. Do not repeat information that is already provided in other fields.

Onboard Inventory

Complete this section by reporting the ship's stores by store item type. Each ship stores article must be reported on a separate row.

If a particular type of stores article is not carried on board, do not add a row for it.

Do not combine different types of stores articles on the same row, even if they are kept in the same storage location.

Stores articles of the same type (for example, beer) stored in different packages or storage locations may be reported either as a single combined quantity or on separate rows if the location or quantity should be specified in more detail.

Ship stores article DE-067-02

Select the type of ship stores article.

Select:

Fuels:

  • STO-014 (Fuel oil) when the stored fuel is heavy fuel oil.
  • STO-015 (Gas oil) when the stored fuel is light gas oil.
  • STO-007 (Other fuels) when the fuel does not fall into either of the above categories.

Lubricants:

  • Report all lubricants carried on board using code STO-008.

Firearms and ammunition:

  • Report STO-011 and STO-012 using unit NAR (number of articles).
  • These items are also subject to security and Customs control requirements. Refer to Customs guidance for further instructions.

Other:

  • Use STO-099 only when no other code is suitable. In this case, Ship stores article name (DE-067-01) is mandatory and must describe the stores article in more detail.
  • Representative stores should be reported under code STO-099. If the stores article is intended for the master's official hospitality purposes (for example, refreshments for official visitors on board), specify this in the name field, for example: "Master's hospitality stores – XYZ items".

The selected code determines which units are available in the field Ship stores onboard quantity (DE-067-03).

Ship stores article name DE-067-01

Provide a more detailed name or description of the ship stores article.

This field is mandatory when STO-099 – Other has been selected.

Provide a bunker description (for example, “MGO 0.1% S – main engine fuel, tank 1”) when Ship stores article (DE-067-02) is one of the following:

  • STO-007 – Other fuels
  • STO-008 – Lubricants
  • STO-014 – Fuel oil
  • STO-015 – Gas oil
  • STO-099 – Other

Nicotine products (STO-006): use the name field to distinguish between different product forms reported under the same code, as different forms may require different units of measurement. For example, snus and nicotine pouches may be reported in kilograms or as units, whereas nicotine liquids for electronic cigarettes are typically reported as units (bottles). Specify the product type so that the selected unit is clearly identifiable.

Ship stores onboard quantity DE-067-03

Enter the quantity of the ship stores article carried on board together with the appropriate unit.

Permitted units by stores article type:

  • STO-001 – Alcoholic spirits: LTR or NAR
  • STO-002 – Beer: LTR or NAR
  • STO-003 – Wine: LTR or NAR
  • STO-004 – Cigarettes: NAR
  • STO-005 – Cigars: NAR
  • STO-006 – Nicotine products: KGM or NAR
  • STO-007 – Other fuels: TNE, KGM or MTQ
  • STO-008 – Lubricants: TNE, KGM or MTQ
  • STO-009 – Medicines: KGM or NAR
  • STO-010 – Meat and meat products: KGM or NAR
  • STO-011 – Firearms: NAR
  • STO-012 – Ammunition: NAR
  • STO-013 – Other substances containing alcohol: LTR or NAR
  • STO-014 – Fuel oil: TNE, KGM or MTQ
  • STO-015 – Gas oil: TNE, KGM or MTQ
  • STO-099 – Other: KGM, TNE, MTQ, LTR or NAR, whichever best describes the quantity

Available units:

  • KGM – kilogram
  • TNE – metric ton
  • MTQ – cubic metre
  • LTR – litre
  • NAR – number of articles

Ship stores location onboard description DE-067-04

Describe where the stores article is kept on board the vessel. Whenever possible, use the vessel's own storage compartment or location names so that the location can be identified during an inspection.

Provide the location in sufficient detail so that it can be located without additional information if necessary.

Brand logos
