The MTS notification is used to provide maritime transport statistics on passenger traffic associated with a port call at a Finnish port.
Submit an MTS notification if passenger numbers or the number of passenger-related passenger cars and buses are reported for the port call. Information is reported, for example, for cruise traffic and passenger traffic carried by Ro-Ro and RoPax vessels. The notification is not required if there are no passengers, passenger vehicles (passenger cars or buses) on board.
MTS notifications are submitted both on arrival and departure. Information for arriving and departing traffic is reported using the same notification. In the arrival MTS notification, report the Port of loading (the port from which the passengers arrived). Upon departure, update the same notification with the Port of discharge (the port to which the passengers are travelling).
Empty transport units, other cargo, and freight transport vehicles are not reported in the MTS notification. They are reported using CGA and CGD notifications.

Information to be completed
Complete the same information separately for both arriving and departing traffic if both are relevant to the port call. Arrival information is reported upon arrival, and departure information is updated in the same MTS notification upon departure.
Additional information for the formality DE-003-01
Complete this field if you wish to provide additional information related to the notification that cannot be reported in other fields. You may, for example, provide information on an exception or other clarifying information relating to passengers, passenger cars, or buses.
If you have nothing specific to report, leave the field empty. Do not repeat information already provided in other fields.

Enter the port where passengers boarded the vessel or where passenger-related passenger cars and buses were loaded onto the vessel. Each Port of loading must be reported on a separate row.
Separate information into different rows when:
- passengers boarded the vessel at different ports
- passenger cars or buses were loaded at different ports

Enter the number of passengers excluding cruise passengers. Report here, for example, passengers travelling on Ro-Ro and RoPax services.
Passenger transport related discharged vehicles
Select the Type of cargo for the discharged cargo in accordance with the nomenclature in Annex II to Directive 2009/42/EC. Each cargo type must be reported on a separate row.

Complete cruise passenger information only for cruise traffic (not scheduled services).

Enter the number of persons travelling on a cruise vessel intended for tourism only if this is the port where the cruise itinerary begins or ends.
Do not complete this field for ports of call along the route where cruise passengers only go ashore temporarily and continue their journey on the same vessel.

Enter the number of cruise passengers who temporarily go ashore at the port as part of their cruise while retaining accommodation on board the vessel.

Enter the port where passengers disembark from the vessel or where their passenger cars and buses are unloaded from the vessel. Each Port of discharge must be reported on a separate row.

- passengers disembark at different ports
- passenger cars or buses are unloaded at different ports

Select the Type of cargo for the loaded cargo in accordance with the nomenclature in Annex II to Directive 2009/42/EC. Each cargo type must be reported on a separate row.

Enter the total number of passenger cars or buses loaded during the port call.
Example: multiple ports of loading and discharge
A vessel arrives in Turku from Stockholm via Mariehamn. A total of 200 passengers arrive in Turku from Stockholm and 50 passengers from Mariehamn.
Upon arrival, the MTS notification provides information on the Ports of loading from which passengers arrived in Turku.
