SEC - Security Information Notification on Arrival

The SEC notification provides information on the security measures of a vessel arriving at a Finnish port, the validity of its security certificate, the security levels applied during the ten most recent port calls, and any ship-to-ship activities that have taken place.

For more information on ship security matters, including the International Ship and Port Facility Security (ISPS) Code, refer to the relevant guidance published by the Finnish Transport and Communications Agency (Traficom).

The information provided in the SEC notification is based on the International Ship and Port Facility Security (ISPS) Code and primarily applies to vessels subject to Chapter XI-2 of the SOLAS Convention and the ISPS Code.

The NOA notification must be submitted before the SEC notification. Port facility DE-014-05 refers to the vessel's expected first location provided in the NOA notification.

Exceptions – when a SEC notification is not required

A SEC notification is not required if:

the vessel has a separate exemption granted by the Finnish Transport and Communications Agency (Traficom) from the obligation to report security information
the vessel is a cargo ship of less than 500 GT
the vessel is a fishing vessel, warship, or troopship
the vessel is not propelled by mechanical means
the vessel is a primitive wooden ship

Required fields

Security, other matters to report DE-014-08

Complete this field if you wish to provide security-related information that is not covered by other data elements in the notification. For example, you may provide details of an exception related to the vessel's security arrangements or security level.

If Ship current security level DE-005-18 is set to SL2 – Security Level 2 or SL3 – Security Level 3, provide the master's explanation for the elevated security level during the port call in this field.

If there is no additional information to report, leave the field blank. Do not repeat information already provided in other fields.

Missing previous calls justification DE-014-43

Complete this field if the list of the ten most recent port calls cannot be reported in full in the Previous Port Facility Calls section.

Provide a brief explanation why all ten previous port calls are not available.

Use this field, for example, when:

the vessel is new or has entered service recently (less than three months in service)
the vessel has been laid up or in dry dock for an extended period

Port facility DE-014-05

Enter the GISIS code of the port facility where the security level reported in the SEC notification applies.

GISIS is the IMO public database of port facilities operating under the ISPS Code. The code consists of a UN/LOCODE and a four-digit facility identifier.

If several port facilities are associated with the port call, report the GISIS code of the primary arrival port facility.

The field is automatically populated from the NOA information when available, based on the vessel's expected first location. Correct the value manually only if the NOA information has changed or is incorrect.

Ship current security level DE-005-18

Select the vessel's security level at the port of arrival in accordance with the ISPS Code.

Available values:

SL1 – Security Level 1
SL2 – Security Level 2
SL3 – Security Level 3

The vessel's current security level is not necessarily the same as the security level applied at the previous port facility. Security levels at previous port calls are reported separately in the Previous Port Facility Calls section.

Security plan approval DE-005-17

Select Yes if the vessel has a valid International Ship Security Certificate (ISSC) or Interim International Ship Security Certificate (Interim ISSC).

Select No only in exceptional circumstances where the vessel does not have a valid ISSC or Interim ISSC.

In this case, complete at least Reason why ship has no valid ISSC or interim ISSC DE-030-03. If necessary, also provide additional details in Reason why ship has no valid ISSC or interim ISSC DE-030-02.

A vessel arriving in Finland is generally expected to hold a valid security certificate.

Security Certificate

Complete the Security Certificate section when Security plan approval DE-005-17 is set to Yes.

If the vessel does not have a valid ISSC, complete only Reason why ship has no valid ISSC or interim ISSC DE-030-03 and, if necessary, Reason why ship has no valid ISSC or interim ISSC DE-030-02.

Valid ISSC DE-030-01

Select Yes if the vessel has a valid International Ship Security Certificate (ISSC) or a valid Interim International Ship Security Certificate (Interim ISSC).

If you select Yes, also provide ISSC expiry date DE-030-06, ISSC type DE-030-07 and RSO Name DE-030-05.

ISSC expiry date DE-030-06

Enter the expiry date shown on the ISSC or Interim ISSC.

The expiry date must be the same as or later than the vessel's arrival date. If the certificate has already expired, verify the certificate details or contact the issuing organization before submitting the notification.

ISSC type DE-030-07

Select whether the vessel is provided with a full International Ship Security Certificate (ISSC) or an Interim International Ship Security Certificate.

Available values:

FULL – Full
INTERIM – Interim

An Interim International Ship Security Certificate may be issued for a period of up to six months.

RSO Name DE-030-05

Enter the name of the Recognized Security Organization (RSO) that issued the ISSC or Interim ISSC as stated on the certificate.

If the certificate was issued by a Contracting Government (for example, the flag State) instead of an RSO, enter the organization name or country code as shown on the certificate.

Reason why ship has no valid ISSC or interim ISSC DE-030-03

Select the code that best describes why the vessel does not have a valid International Ship Security Certificate (ISSC) or Interim International Ship Security Certificate.

Available values:

101 – Required intermediate and renewal verifications have not been completed
102 – Not endorsed following an intermediate verification
103 – Vessel taken over by a new company
104 – Change of flag
105 – The certificate is not issued in English, Spanish or French and no translation is available

Complete this field only when Security plan approval DE-005-17 is set to No.

Reason why ship has no valid ISSC or interim ISSC DE-030-02

Provide a free-text explanation of why the vessel does not have a valid ISSC or Interim ISSC.

Complete this field only when Security plan approval DE-005-17 is set to No and the selected code in DE-030-03 does not sufficiently describe the situation.

Company security officer given name DE-031-07

Enter the given name of the Company Security Officer (CSO) as specified in the Ship Security Plan.

The Company Security Officer is the contact person designated in the Ship Security Plan. Contact details must be provided exactly as recorded in the plan.

Company security officer family name DE-031-01

Enter the family name of the Company Security Officer as specified in the Ship Security Plan.

If the family name is not available, enter the same value as in Company security officer given name DE-031-07.

If the family name contains a prefix (for example, von Berg or de la Cruz), enter the full family name including the prefix.

Company security officer mobile number DE-031-03

Enter the mobile telephone number in international format, for example +358 40 1234567.

The number must be one through which the Company Security Officer can be reached at all times (24/7). At least a mobile number or an email address must be provided.

Company security officer email DE-031-04

Enter the email address through which the Company Security Officer can be reached.

Previous Port Facility Calls

Provide information on the ten most recent port calls. Each port call must be reported as a separate table row, arranged in reverse chronological order so that the most recent port call is numbered -1, the previous one -2, and so on.

For example, if the vessel is currently arriving in Helsinki, Helsinki must not be included in this list. If Stockholm was the previous port call, it should be reported as -1, Tallinn as -2, and so forth.

Do not report the current port call that is the subject of this notification.

If it is not possible to provide all ten previous port calls, report all available port calls and explain the missing information in Missing previous calls justification DE-014-43.

Ship security level in previous port facility DE-023-03

Select the security level that applied to the vessel at the referenced previous port facility in accordance with the ISPS Code.

Available values:

SL1 – Security Level 1
SL2 – Security Level 2
SL3 – Security Level 3

Report the security level that applied during the specific port call, not the vessel's current security level.

Previous port of call DE-023-01

Search for and select the previous port of call (UN/LOCODE).

Previous port facility DE-023-02

Select the port facility used during the previous port call.

Only facilities belonging to the selected Previous port of call DE-023-01 are available.

If no separate port facility exists, select 0000 – Unknown.

Previous port facility call start date DE-023-04

Enter the start date of the previous port facility call, that is, the vessel's arrival date at the port facility.

Previous port facility call end date DE-023-05

Enter the end date of the previous port facility call, that is, the vessel's departure date from the port facility.

Ship Additional Security Measures

Complete this section only if Ship security level in previous port facility DE-023-03 is SL2 or SL3.

These measures relate to the port call itself and not to ship-to-ship activities performed between port calls. Security measures related to ship-to-ship activities are reported separately.

Ship additional security measures DE-023-06

Select the code representing the special or additional security measures applied in lieu of those specified in the security plan.

Available values:

101 – Ensuring the performance of all security duties
102 – Monitoring restricted areas to ensure access is limited to authorized personnel
103 – Controlling access to the port facility and vessels
104 – Monitoring the port facility, including berthing areas and surrounding areas
105 – Handling cargo and unaccompanied baggage
106 – Supervising ship's stores deliveries
107 – Screening persons boarding the vessel and their belongings
108 – Ensuring the availability of ship/port security communications

Ship additional security measures, description DE-023-07

Provide a description of any special or additional security measures applied in lieu of those specified in the security plan.

Complete this field if the available codes do not adequately describe the measures taken or if additional information is required.

Ship-to-Ship Activity

Provide information on ship-to-ship activities carried out during the ten most recent port calls. Each activity must be reported as a separate table row.

Ship-to-ship activities include, for example, cargo transfers, crew transfers, passenger transfers, or bunkering operations between vessels.

Report ship-to-ship activities even if they took place between port calls rather than during a port call.

If no ship-to-ship activities have been carried out during the period of the last ten port calls, leave this section blank.

Select the code representing the type of ship-to-ship activity.

Available values:

Provide a brief description of the ship-to-ship activity carried out, for example what was transferred, how much, and for what purpose.

Ship-to-ship activity location DE-028-04

Search for and select the location (UN/LOCODE) where the activity was carried out.

If the activity took place at sea, leave this field blank and provide the coordinates instead.

At least one of the following location details must be provided:

Enter the latitude in decimal degrees between -90 and 90 (for example 60.16985).

Complete together with Ship-to-ship activity location, longitude DE-028-08 when the activity took place at sea or at a location without a UN/LOCODE.

Enter the longitude in decimal degrees between -180 and 180 (for example 24.93826).

Ship-to-ship activity start date DE-028-05

Enter the start date of the activity.

Ship-to-ship activity end date DE-028-06

Enter the end date of the activity.

Ship Security Measures

Complete this section only if the vessel applied security measures during the referenced ship-to-ship activity that differed from its normal ship security procedures.

For example, during a ship-to-ship cargo transfer the vessel employed additional deck watchkeepers and restricted access to personnel directly involved in the operation.

These measures relate to the individual ship-to-ship activity, not the port call.
