PXA Passenger List at Arrival

The PXA notification is used to provide information on passengers on board a vessel arriving at a port in Finland. The notification corresponds to IMO FAL Convention Form 6 (Passenger List).

Passenger personal information must be reported no later than 15 minutes after the vessel's departure. For each passenger, at least the given name, family name, gender, nationality and date of birth must be provided. Where applicable, also provide the passenger's emergency contact number (ICE) and information on any special care or assistance requirements.

The information is used for official control purposes and for identifying passengers in emergency and exceptional situations. Passenger personal data is collected before the vessel's departure from port for search and rescue purposes.

The legislation applies to Finnish passenger vessels and foreign passenger vessels arriving at or departing from a Finnish port.

Exceptions to Passenger Reporting Requirements

The notification is not required in situations where there is no reporting obligation under section 3 of the Vessel Traffic Services Act.

Even when travel document information is not required, reporting basic passenger information may still be necessary to comply with search and rescue obligations under the Passenger Registration Act.

Passenger information may also need to be reported in domestic traffic for maritime search and rescue purposes. Where necessary, verify the reporting requirement based on the vessel's area of operation.

Complete this field if you wish to provide additional information related to the notification that cannot be reported in other fields. For example, you may describe an exception or provide clarifying information related to the passenger list, passenger details, transit arrangements, or the processing of the notification.

If you have no additional information to provide, leave the field blank. Do not repeat information already reported in other fields.

Passenger Information

Provide information on the vessel's passengers in this section. Each passenger must be reported on a separate row.

A passenger is a person who is on board the vessel upon its arrival at port and who is not a member of the vessel's crew.

Do not report crew members in this notification. Crew information must be provided in the CWA notification.

Person gender DE-035-08

Enter the passenger's gender as shown in the travel document.

Available values:

0 – Unknown
1 – Male
2 – Female
9 – Not applicable

Use:

0 – Unknown only if the gender is not indicated in the passenger's travel document.
9 – Not applicable when the travel document contains the marker X or another designation other than male or female.

Person given name DE-035-03

Enter the passenger's given name as shown in the travel document.

If the document contains multiple given names, report all of them exactly as shown in the document.

If no separate given name is indicated in the travel document, enter the same name as reported in Person family name (DE-035-02).

Person family name DE-035-02

Enter the passenger's family name as shown in the travel document.

If the family name contains a prefix (for example, von Berg or de la Cruz), report the full family name including the prefix.

If no separate family name is indicated in the travel document, enter the same name as reported in Person given name (DE-035-03).

Person in transit indicator DE-035-13

Select Yes if the passenger continues the journey to a foreign country by the vessel or another mode of transport and the port of call is not the final destination.

Select No if the passenger's journey ends at the port of call or if the passenger disembarks in Finland.

Person date of birth DE-035-05

Enter the passenger's date of birth as shown in the travel document.

If the date of birth is not provided in full in the travel document (for example, only the year of birth is shown), report the date as accurately as possible and use the value 01 for any missing elements, for example 01.01.1980. In such cases, provide an explanation in Remark DE-003-01.

Person special care or assistance description DE-035-25

Provide a description of any special care or assistance required by the passenger in an emergency, for example due to reduced mobility or another assistance need.

If the passenger has not declared any special assistance requirements, leave the field blank.

Person emergency contact number DE-035-29

Enter the emergency contact telephone number provided by the passenger.

If the passenger has not provided an emergency contact number, leave the field blank.

Nationality

Person nationality DE-035-04

Select the nationality as shown in the travel document.

If the passenger is stateless or travels with a special machine-readable travel document, use the special codes defined in ISO/IEC 7501-1:

XXA – Stateless
XXB – Refugee (1951 Geneva Convention)
XXC – Refugee (other than the 1951 Geneva Convention)
XXX – Nationality unspecified

If the passenger holds multiple nationalities, report each nationality in a separate field. Enter first the nationality corresponding to the travel document used for this port call.

Person port of embarkation DE-035-09

Select the port (UN/LOCODE) where the passenger boarded the vessel.

Person port of disembarkation DE-035-11

Select the port (UN/LOCODE) where the passenger intends to leave the vessel.

If the passenger remains on board and does not disembark at the port of call, report the port where the passenger is intended to disembark.

Travel Document

Person identity or travel document type DE-035-16

Select the type of document presented by the passenger.

Available values:

36 – Identity Card
39 – Passport
101 – Registration Document
718 – Seafarer's Identity Document

Report the identity or travel document used by the passenger for this port call. If the passenger holds multiple travel documents, report primarily the document that corresponds to the declared nationality.

Use primarily:

Passport (39) when crossing the external border of the Schengen Area.
Seafarer's Identity Document (718) in situations permitted under the STCW Convention and national regulations.
Identity Card (36) for EU/EEA citizens travelling within the Schengen Area.

Person identity or travel document issuing nation DE-035-18

Select the country that issued the identity or travel document.

Person identity or travel document number DE-035-17

Enter the document number exactly as shown in the document, without spaces or separators. Use uppercase letters and numbers as shown.

Check the number carefully. The document number is used as an identifier during border control procedures, and typing errors may cause delays.

Person identity or travel document expiry date DE-035-22

Enter the expiry date shown in the document.

The expiry date must be the same as or later than the port call arrival date and should generally remain valid for at least three months beyond the intended departure date. If the document has already expired or will expire during the port call, replace it before submitting the notification or contact the Finnish Border Guard if necessary.

Person visa number DE-039-10

Enter the visa number exactly as shown on the visa sticker or visa decision, without spaces.

A Schengen visa number is typically nine digits. If the passenger holds visas issued by more than one Schengen country, report the visa used for this journey.

If no visa is required for disembarkation (for example, for an EU/EEA citizen or a visa-exempt third-country national), leave the field blank.

Residence permit number DE-039-09

Enter the residence permit number exactly as shown on the residence permit card or document, without spaces.

If the passenger holds both a visa and a residence permit, report both. During border control, the residence permit is normally used as the primary document when valid.

If the passenger does not hold a residence permit, leave the field blank.
