CGA Cargo Declaration at Arrival

The CGA notification is used to provide information on cargo to be discharged during a port call of a vessel arriving at a Finnish port, as well as cargo remaining on board.

One or multiple CGA notifications for the same port call

Report the goods using a single CGA notification whenever all information can be submitted as one complete report by the same declarant. The same notification may be supplemented and resubmitted if necessary.

Submit a second or additional CGA notification if:

  • there are multiple declarants
  • the information needs to be kept as separate consignments
  • the notifications are processed or updated separately

Complete this field if you wish to provide additional information related to the notification that cannot be reported in other fields. You may, for example, provide information about an exception relating to the vessel's arrival, stay in port, or processing of the notification.

If the cargo originates from an offshore transfer, provide in this field the IMO number of the oceangoing vessel from which the cargo was transferred.

Supply Chain Consignment

A Supply Chain Consignment contains information on the goods items included in the consignment and related information. One Supply Chain Consignment may consist of several goods items. Each Supply Chain Consignment must be reported on a separate row.

One Supply Chain Consignment describes cargo to be discharged at a single port. If cargo is discharged at multiple ports, report here only the portion discharged at the current port. The remaining cargo must be reported in the Specified Cargo section.

Separate the information into different Supply Chain Consignments, for example when:

  • goods items have different ports of loading
  • goods items have different ports of discharge
  • the goods are in transit

A Supply Chain Consignment is used to report the goods HS code, weight, and related means of transport and transport equipment.

A goods item means products of the same kind having the same customs tariff classification and country of origin.

Examples:

  • HS code 481190, paper and pulp, 10,000 kg, truck ABC123
  • HS code 481160, paperboard, 5,000 kg, trucks XYZ123 and CCC222
  • HS code 441210, plywood, 4,000 kg, semi-trailer CBB111

Passenger vehicles accompanying passengers and not intended for sale must not be reported in the CGA notification. They must be reported in the MTS notification.

Port of loading DE-047-01

Search for and select the port (UN/LOCODE) where the goods item was loaded onto the vessel.

If the goods were transferred at sea from an oceangoing vessel to a barge or another vessel before arrival in Finland (offshore transfer), report as the Port of loading the port where the goods were originally loaded onto the oceangoing vessel.

Do not report a sea area or cargo transfer location as the Port of loading.

Example: Coal is loaded onto an oceangoing vessel in Canada, and part of the cargo is later transferred at sea to a barge before arriving in Finland. The barge reports as the Port of loading the Canadian port (UN/LOCODE) where the cargo was originally loaded onto the oceangoing vessel.

Port of discharge DE-047-04

Search for and select the port (UN/LOCODE) where the goods item will be discharged from the vessel.

Transit goods DE-045-01

Select this if the goods are in transit according to the transport document.

Transit goods must be reported as a separate Supply Chain Consignment from other cargo.

Example: Goods arriving by rail from Russia are loaded onto a vessel in Kotka and transported onwards through Finland to a foreign destination. In this case, the goods must be reported as transit goods.

1. Goods Items

Each goods item must be reported on a separate row. If goods are carried in different types of means of transport or in transport equipment of different sizes or types, report them as separate goods items.

If transport equipment itself acts as the means of transport for the goods, report its details also in the Transport Equipment section of the relevant goods item.

If goods remain on board and are not discharged, report them in the Specified Cargo section.

Empty means of transport

Select this if the reported transport equipment is empty. In this case, no HS code, gross mass or goods description is reported, but the Transport Equipments section must be completed.

Commodity code (HS code) DE-048-05

Select the commodity code of the reported cargo. The code must be a six-digit HS code.

Goods item gross weight DE-048-03

Enter the combined weight of the reported goods item and its packaging in kilograms.

Goods description DE-048-04

Describe the contents of the goods item.

2. Transport Equipments

Complete this section with the transport equipment associated with the goods item. Transport equipment is the unit in which the goods are physically carried.

Only transport equipment of the same type should be reported under a single goods item. If different types or sizes of transport equipment are associated with the goods item, report them as separate goods items.

Adding transport equipments

Select the type of means of transport.

Recommended options:

  • AI – Ship's hold
  • CN – Container
  • SM – Semi-trailer
  • TE – Trailer
  • TN – Tank container
  • VD – Vessel deck
  • VT – Vessel tank
  • BPO – Road goods vehicle carried on board
  • BPP – Road goods vehicle and trailer combination carried on board
  • RR – Railway wagon
  • PL – Platform
  • AJ – Flat-rack container
  • AM – Refrigerated container
  • BPX – Container not covered by the Customs Convention (report SECUs here)
  • BR – Barge

If a suitable container type cannot be found, select Other container (CN) and enter the appropriate ISO 6346 Size & Type code. For example, a 20-foot pressure tank container is reported with code 22K8.

If the cargo is bulk cargo, select AI – Ship's hold.

VD – Vessel deck is used only for dangerous goods notifications (HZA and HZD).

Size & Type DE-051-17

Completed automatically.

Complete this field if the Means of Transport type is Other container (CN).

The ISO 6346 Size & Type code consists of four characters describing the container size and type. For example, code 22G1 means a general-purpose 20-foot container and code 22K8 means a 20-foot pressure tank container.

Amount

Enter the quantity. This means how many means of transport of the same type and Size & Type combination are added at one time.

Only one means of transport type can be added at a time to a goods item row.

Select Add. The table will create the corresponding number of rows.

Identification number

Enter the identification number of each means of transport on the table rows.

The identification number is used to link goods items with the means of transport.

Use the following identifiers:

  • Containers (CN, AJ, AM): ISO 6346 identifier, for example CSQU1351662
  • Trucks and vans (BPO): registration number without a hyphen
  • Trailers (TE) and semi-trailers (SM): registration number without a hyphen
  • Vehicle combinations (BPP): tractor and trailer registration numbers separated by a slash, for example ABC123/BCA321
  • Barges (BR): barge identifier or, if unavailable, barge name

If no standard identifier is available for the means of transport type, a free-format identifier may be used.

Examples:

  • AI – Ship's hold: 1
  • VT – Vessel tank: P1
  • PL – Platform: 4485K
  • BPX – SECU: SEPL200952-1
  • RR – Railway wagon: 400207-7

If the same identification number is used for multiple goods items or under multiple consignments, the information will be treated as belonging to the same means of transport. Use the same identification number only when it refers to the same means of transport.

3. Transport Package

Complete packaging details only if the goods are packaged. Do not complete this section for bulk cargo or when only a transport unit is being reported without separate packaging information.

If the reported goods are live animals or vehicles transported for sale, report their number of packages (DE-048-09) in addition to their weight. Packaging type NA (animals) or VN (vehicles) may be used where appropriate.

Select the package type of the cargo.

Recommended options:

  • AE – Aerosol
  • BE – Bundle
  • BG – Bag
  • BX – Box
  • CQ – Cartridge
  • DR – Drum
  • GB – Gas, bottle, cylinder or receptacle
  • VN – Vehicle
  • WA – Intermediate bulk container
  • 3A – Jerrican
  • 6H – Composite packaging
  • NA – Not available

If the reported goods are live animals, use NA – Not available.

If the reported goods are vehicles, use VN – Vehicle.

Cargo quantity DE-048-09

Enter the number of live animals or vehicles transported for sale.

For these goods, quantity information is reported in addition to gross weight.

Examples:

  • 25 cattle
  • 120 passenger cars

Complete this field only when the reported goods are live animals or vehicles transported for sale.

Specified Cargo

Provide information on cargo remaining on board and not discharged at the port. Report only the cargo type and quantity and/or weight.

If cargo remains on board during the port call and is not fully discharged, report at least one cargo type in the Cargo Remaining on Board section.

Type of cargo DE-045-17

Select the cargo type that best describes the main category of cargo remaining on board.

Available options:

  • 11 – Liquefied gas
  • 12 – Crude oil
  • 13 – Oil products
  • 19 – Other liquid bulk goods
  • 21 – Ores
  • 22 – Coal
  • 23 – Agricultural products (e.g. grain, soya, tapioca)
  • 29 – Other dry bulk goods
  • 31 – 20 ft freight units
  • 32 – 40 ft freight units
  • 33 – Freight units > 20 ft and < 40 ft
  • 34 – Freight units > 40 ft
  • 51 – Road goods vehicles and accompanying trailers
  • 52 – Passenger cars, motorcycles and accompanying trailers/caravans
  • 53 – Passenger buses
  • 54 – Trade vehicles (including import/export motor vehicles)
  • 56 – Live animals on the hoof
  • 59 – Other mobile self-propelled units

R# codes are used for containers carried on board Ro-Ro vessels.

Cargo quantity in transit DE-045-26

If applicable, enter the total quantity of cargo remaining on board when the cargo is reported as a number of units.

Cargo weight remaining on board DE-045-27

If applicable, enter the total weight in kilograms of cargo remaining on board when the cargo is reported by weight.
