CGD Cargo Declaration at Departure

The CGD notification is used to provide information on cargo loaded during the port call of a vessel departing from a Finnish port, as well as cargo already on board that continues its voyage.

One or multiple CGD notifications for the same port call

Report the goods preferably in a single CGD notification if all information can be submitted by the same declarant as one complete set of information. The same notification may be supplemented and resubmitted if necessary.

Submit a second or multiple CGD notifications if:

  • there are multiple declarants
  • the information needs to be maintained as separate entities
  • the notifications are processed or updated separately

Complete this field if you wish to provide additional information related to the notification that cannot be provided in other fields. You may, for example, provide information on an exception or other additional information related to the vessel's departure or the processing of the notification.

Supply Chain Consignment

A Supply Chain Consignment contains information on the Included Consignment Items and related data. One Supply Chain Consignment may consist of several Included Consignment Items. Each Supply Chain Consignment must be reported on a separate row.

One Supply Chain Consignment describes cargo loaded at a single port. If cargo is loaded at multiple ports, report here only the portion loaded at the current port.

Separate the information into different Supply Chain Consignments, for example when:

  • goods items have different Ports of loading
  • goods items have different Ports of discharge
  • goods are in transit

A Supply Chain Consignment is used to report the HS code, weight, and related transport equipment and transport units of the goods.

A goods item means products of the same type having the same customs commodity code and country of origin.

Examples:

  • HS code 481190, paper and pulp, 10,000 kg, truck ABC123
  • HS code 481160, paperboard, 5,000 kg, trucks XYZ123 and CCC222
  • HS code 441210, plywood, 4,000 kg, semi-trailer CBB111

Passenger vehicles accompanying passengers and not intended for sale must not be reported in a CGD notification. They must be reported in an MTS notification.

Port of loading DE-047-01

Search for and select the port (UN/LOCODE) where the goods item is loaded onto the vessel.

Port of discharge DE-047-04

Search for and select the port (UN/LOCODE) to which the goods item is transported.

Goods in transit DE-045-01

Select this option if the goods are in transit according to the transport document.

Goods in transit must be reported as a separate Supply Chain Consignment from other cargo.

Example: Goods arriving by rail from Russia are loaded onto a vessel in Kotka and transported through Finland onwards to a foreign destination. In this case, the goods must be reported as goods in transit.

1. Included Consignment Items

Each goods item must be reported on a separate row. If goods are transported in different types of transport equipment or in transport units of different sizes or types, report them as separate goods items.

If the transport unit itself serves as the means by which the goods are transported, report its details also in the Transport Equipments section of that goods item.

Empty transport equipment

Select this option if the reported transport unit is empty. In this case, no information is provided regarding the Cargo item HS code, Cargo item gross mass or Description of goods, but the information in the Transport Equipments section must be completed.

Cargo item HS code DE-048-05

Select the commodity code of the reported cargo. The code must be a six-digit HS code.

Cargo item gross mass DE-048-03

Enter the combined weight in kilograms of the reported goods item and its packaging.

Description of goods DE-048-04

Describe the contents of the goods item.

2. Transport Equipments

Complete this section with the transport equipment associated with the goods item. Transport equipment means the unit in which the goods are physically transported.

Only transport equipment of the same type should be reported for a single goods item. If different types or sizes of transport equipment are associated with the goods item, report them as separate goods items.

Add transport equipment

Select the type of transport equipment.

Recommended options:

  • AI – Ship's hold
  • CN – Container
  • SM – Semi-trailer
  • TE – Trailer
  • TN – Tank container
  • VD – Vessel deck
  • VT – Vessel tank
  • BPO – Road goods vehicle carried on board
  • BPP – Road goods vehicle and trailer combination carried on board
  • RR – Railway wagon
  • PL – Platform
  • AJ – Flat-rack container
  • AM – Refrigerated container
  • BPX – Container not covered by the Customs Convention
  • BR – Barge

If a suitable container type cannot be found, select Other container (CN) and enter the corresponding ISO 6346 Size & type code. For example, a 20-foot pressure tank container is reported using code 22K8.

If the cargo is bulk cargo, select AI – Ship's hold.

VD – Vessel deck is used only for dangerous goods notifications (HZA and HZD).

Size & type DE-051-17

Completed automatically.

Enter a value in this field if the Equipment type is Other container (CN).

The ISO 6346 Size & type code consists of four characters describing the size and type of the container. For example, code 22G1 represents a general-purpose 20-foot container and code 22K8 represents a 20-foot pressure tank container.

Amount

Enter the quantity. This indicates how many transport equipment units of the same type and the same Size & type combination are added at one time.

Only one transport equipment type can be added at a time for a single goods item row.

Select Add. The table will create the corresponding number of rows.

Identification number

Enter the identification number of each transport equipment unit in the table rows.

The identification number is used to link goods items to transport equipment.

Use the following identifiers:

  • Containers (CN, AJ, AM): ISO 6346 identifier. Example: CSQU1351662
  • Trucks and vans (BPO): registration number without a hyphen
  • Trailers (TE) and semi-trailers (SM): registration number without a hyphen
  • Vehicle combinations (BPP): tractor and trailer identifiers separated by a slash. Example: ABC123/BCA321
  • Barges (BR): barge identifier or, if unavailable, barge name

If no standard identifier exists for the transport equipment type, a free-format identifier may be used.

Examples:

  • AI – Ship's hold: 1
  • VT – Vessel tank: P1
  • PL – Platform: 4485K
  • BPX – SECU: SEPL200952-1
  • RR – Railway wagon: 400207-7

If the same identification number is used for multiple goods items or under multiple consignments, the information will be treated as relating to the same transport equipment. Use the same identification number only when it refers to the same transport equipment.

3. Transport Package

Complete packaging information only if the goods are packaged. Do not complete this section if the goods are bulk cargo or if only a transport unit is being reported without separate packaging information.

If the reported goods are live animals or vehicles transported for sale, their quantity (DE-048-09) must also be reported in addition to their weight. Package type NA (animals) or VN (vehicles) may be used where appropriate.

Select the package type of the cargo.

  • BE – Bundle
  • BG – Bag
  • BX – Box
  • CQ – Cartridge
  • DR – Drum
  • GB – Gas, bottle, cylinder or receptacle
  • VN – Vehicle
  • WA – Intermediate bulk container
  • 3A – Jerrican
  • 6H – Composite packaging
  • NA – Not available

If the reported goods are live animals, use NA – Not available.

If the reported goods are vehicles, use VN – Vehicle.

Cargo item number of packages DE-048-09

Enter the number of animals being transported or the number of vehicles transported for sale.

For these goods, this information is used as a quantity declaration in addition to the weight (gross mass).

Examples:

  • 25 cattle
  • 120 passenger cars

Complete this field only if the reported goods are live animals or vehicles transported for sale.
