EFF Crew's Effects Declaration

The EFF notification provides information on the personal property of crew members on a vessel arriving at a Finnish port. This includes alcoholic beverages, tobacco products, medicines, meat and meat products, firearms, ammunition, and other items subject to regulatory control. The notification corresponds to IMO FAL Form 4 (Crew's Effects Declaration).

Exceptions – when an EFF notification is not required

The notification is not required in situations specified in section 3 of the Vessel Traffic Services Act where no reporting obligation exists.

Complete this field if you wish to provide additional information related to the notification that cannot be reported elsewhere. For example, you may provide further details concerning crew members' property, exceptions relating to the declared property, or the processing of the notification.

If there is no additional information to report, leave the field blank. Do not repeat information already provided in other fields.

Crew member

Provide information in this section for crew members who have property to declare. Each crew member must be reported as a separate table row, and information about the property belonging to that crew member must be added in the Crew Member's Effects section.

The crew includes all persons who are on board when the vessel arrives at the port and who are employed in the service of the vessel.

Crew member rank or rating DE-035-14

Select the crew member's rank or rating (STCW qualification) on board.

Examples of available values:

• 10100 – Master
• 10110 – Chief Officer / First Officer
• 10150 – Chief Engineer
• 10210 – First Engineer Officer
• 10330 – Electro-Technical Officer (ETO)
• 10400 – Boatswain
• 10420 – Able Seafarer Deck (AB Deck)
• 10450 – Ordinary Seafarer Deck (OS Deck)

If the crew member does not hold an STCW certificate of competency (for example, crew of a recreational vessel), select the closest matching general title, such as 10460 – Deckhand / General Deck Crew (without qualification).

Person given name DE-035-03

Enter the crew member's given name as shown in the travel document.

If the document contains multiple given names, enter all of them in the same format as shown in the document.

If no given name is separately indicated in the travel document, enter the same name as in Person family name DE-035-02.

Person family name DE-035-02

Enter the crew member's family name as shown in the travel document.

If the family name contains a prefix (for example, von Berg or de la Cruz), enter the full family name including the prefix. Do not omit the prefix.

If no family name is separately indicated in the travel document, enter the same name as in Person given name DE-035-03.

Crew Member's Effects

Provide information on crew members' personal property in this section. Each item must be reported as a separate table row.

Do not combine different types of property on the same row.

Items of the same type may be reported either as a single row showing the total quantity or as separate rows if a more detailed breakdown is required.

Crew effects description DE-036-02

Select the type of crew effect.

Available values:

• CRE-001 – Alcoholic beverages
• CRE-002 – Beer
• CRE-003 – Wine
• CRE-004 – Cigarettes
• CRE-005 – Cigars
• CRE-006 – Nicotine products
• CRE-007 – Medicines
• CRE-008 – Meat and meat products
• CRE-009 – Firearms
• CRE-010 – Ammunition
• CRE-011 – Other alcohol-containing substances
• CRE-099 – Other

Select CRE-099 – Other only when none of the other values is applicable. In this case, Crew effects description DE-036-01 is mandatory and must contain a more detailed description of the property.

Firearms (CRE-009) and Ammunition (CRE-010) are subject to security and Customs control requirements. Relevant instructions should be checked on the Finnish Customs website.

Crew effects description DE-036-01

Enter a more detailed name or description of the property.

Complete this field when Crew effects description, coded DE-036-02 is set to CRE-099 – Other. Also complete it when the selected type alone does not sufficiently identify the property. For example, you may provide a product name, quality, or other details that facilitate identification.

Crew effects onboard quantity DE-036-03

Enter the quantity of the property on board together with the applicable unit.

• TNE – metric tonne
• MTQ – cubic metre
• LTR – litre
• NAR – number of items (piece count)
