STD Declaration of Stores on Board at Departure

STD notification is used to provide information on stores carried on board a vessel departing from a Finnish port, such as alcoholic beverages, tobacco products, fuels, and other supplies subject to control. The notification corresponds to IMO FAL Convention Form 3 (Ship's Stores Declaration) for departure.

Exceptions – when an STD notification is not required

An STD notification is not required in the situations referred to in Section 3 of the Vessel Traffic Service Act.

The notification is not required for:

  1. warships, defence force vessels, or other government vessels not engaged in commercial services
  2. fishing vessels, traditional vessels, or pleasure craft less than 45 metres in length
  3. tugboats operating between two Finnish ports without cargo and without a tow

For domestic traffic between Finnish ports, an STD notification is generally not required if the vessel has not called at a port outside the EU/EEA area in the meantime.

Complete this field if you wish to provide additional information related to the notification that cannot be reported in other fields. You may, for example, provide information about ship stores, catering supplies, or an exception related to the processing of the notification.

Note: If you have nothing specific to report, leave the field empty. Do not repeat information that is already provided in other fields.

Onboard Inventory

Complete this section by reporting the stores carried on board by article type. Each ship stores article must be reported on a separate row.

If a particular article type is not carried on board, do not add a row for it.

Do not combine different article types on the same row, even if they are stored in the same storage location.

Ship stores articles of the same type (for example, beer) that are stored in different packages or storage locations may be reported either on a single row as a combined quantity or on separate rows if the location or quantity should be specified in more detail.

Ship stores article DE-067-02

Select the type of ship stores article.

Select:

Fuels:

STO-014 (Fuel oil) when the fuel carried on board is heavy fuel oil.

STO-015 (Gas oil) when the fuel carried on board is light gas oil.

STO-007 (Other fuels) when the fuel does not fall into either of the categories above.

Lubricants:

Report all lubricants using code STO-008.

Firearms and ammunition:

Report STO-011 and STO-012 using unit NAR (number of articles).

These items are also subject to security and Customs control requirements. Check the guidance available from Finnish Customs.

Other:

Use STO-099 only when no other value is suitable. In that case, Ship stores article name (DE-067-01) is mandatory and must be used to describe the stores article in more detail.

Items intended for the master's official hospitality should be reported using code STO-099. If the stores article is intended for the master's hospitality purposes (for example, refreshments for official visitors on board), indicate this in the name field, for example: "Master's hospitality supplies, XYZ items".

The selected value determines which units can be used in the field Ship stores onboard quantity (DE-067-03).

Ship stores article name DE-067-01

Provide a more detailed name or description of the stores article.

This field is mandatory when STO-099 – Other has been selected.

Provide a description of bunker details (for example, "MGO 0.1% S – main engine fuel, tank 1") if Ship stores article (DE-067-02) is one of the following:

STO-007 – Other fuels

STO-008 – Lubricants

STO-014 – Fueloil

STO-015 – Gasoil

STO-099 – Other

Nicotine products (STO-006): use the name field to distinguish between different product types reported under the same code, as they may use different measurement units. For example, snus and nicotine pouches may be reported in kilograms or as a number of articles, whereas nicotine liquids for electronic cigarettes are typically reported as a number of articles (bottles). Specify the product type so that the selected unit can be clearly understood.

Ship stores onboard quantity DE-067-03

Enter the quantity of the stores article carried on board together with the appropriate unit.

Unit selection according to the type of ship's store:

  • STO-001 – Alcoholic spirits: LTR or NAR
  • STO-002 – Beer: LTR or NAR
  • STO-003 – Wine: LTR or NAR
  • STO-004 – Cigarettes: NAR
  • STO-005 – Cigars: NAR
  • STO-006 – Tobacco: KGM or NAR
  • STO-007 – Other fuels: TNE, KGM or MTQ
  • STO-008 – Lubricants: TNE, KGM or MTQ
  • STO-009 – Drugs (medicines): KGM or NAR
  • STO-010 – Meat and meat products: KGM or NAR
  • STO-011 – Firearms: NAR
  • STO-012 – Ammunition: NAR
  • STO-013 – Other alcohol containing substances: LTR or NAR
  • STO-014 – Fueloil: TNE, KGM or MTQ
  • STO-015 – Gasoil: TNE, KGM or MTQ
  • STO-099 – Other: KGM, TNE, MTQ, LTR or NAR depending on which unit best describes the quantity

Units to be used:

  • KGM – kilogram
  • TNE – metric ton
  • MTQ – cubic metre
  • LTR – litre
  • NAR – number of articles

Ship stores location onboard description DE-067-04

Describe where the stores article is kept on board the vessel. Whenever possible, use the vessel's own storage or compartment names so that the location can be identified during an inspection.

Report the location in sufficient detail so that it can be located without additional information if necessary.
