WAR Waste Delivery Receipt

The WAR notification is used to provide actual information on waste delivered from a vessel to port reception facilities. WAR corresponds to the waste delivery receipt required under the Port Reception Facilities Directive (EU) 2019/883.

The port reception facility provider issues the vessel a receipt for the actual waste delivery. Submit a WAR notification based on each receipt issued. If no waste has been received and no receipt has been issued, a WAR notification is not submitted.

Submit the WAR notification before the vessel departs or as soon as the waste delivery receipt has been received.

Submit a WAR notification for every completed waste delivery. Normally, WAR is submitted in addition to a WAS advance notification. If the vessel has been granted an exemption from the WAS notification requirement by Traficom, a WAS notification is not required. However, a WAR notification must still be submitted for the actual waste delivery.

Exceptions – when a WAR notification is not required

A WAR notification does not need to be submitted, even if the vessel delivers waste to the port, when:

the vessel has a gross tonnage of less than 300
the vessel is a fishing vessel of less than 45 metres in length
the vessel is a pleasure craft of less than 45 metres in length

A WAR notification must be submitted for every actual waste delivery, that is, whenever waste has been delivered to a port. An exemption from the waste delivery obligation and the WAS notification requirement does not exempt the vessel from the obligation to submit a WAR notification.

Enter actual information in the WAR notification. Do not copy advance information from the WAS notification if it differs from the actual waste delivery information.

One or multiple WAR notifications for the same port call

Preferably submit a single WAR notification when the waste has been delivered at the same time, at the same berth, and to the same port reception facility provider.

Submit a second or multiple WAR notifications if, during the port call:

waste has been delivered at different berths or terminals
waste has been delivered to different port reception facility providers
deliveries take place at different times (for example, upon arrival and before departure)

Each WAR notification describes one delivery event with its own location, recipient and delivery period.

Complete this field if you wish to provide additional information related to the notification that cannot be reported in other fields. You may, for example, provide information on an exception or other clarifying information relating to waste delivery or the processing of the notification.

If you have nothing specific to report, leave the field empty. Do not repeat information already provided in other fields.

Enter the name of the berth, terminal or station where the waste was delivered to the port reception facilities.

Complete this section with all waste received during the delivery, by waste type. Each waste type must be reported on a separate row.

Waste type DE-071-01

Select the type of waste delivered from the vessel or retained on board.

If Waste type is 201, 202, 203, 204, 510, 511 or 999, Waste description (DE-071-02) must also be completed.

Each Waste type should be reported only once. If the same Waste type requires an additional description, such as for category X/Y/Z substances or cargo residues, the combination of Waste type and Waste description (DE-071-02) must be unique. For example, if the vessel delivers two different category X substances, add two rows with code 201 and descriptions such as “gasoline” and “toluene”.

Provide a more detailed description of the waste being delivered.

The description is mandatory when Waste type is 201, 202, 203, 204 (noxious liquid substance), 510, 511 (dry cargo residues) or 999 (other waste).

Provide the proper shipping name of the substance or cargo exactly as stated in the transport documents. If the waste is classified as other waste, describe clearly what type of waste it is.

Amount of waste received volume DE-071-08

Enter the amount of waste received at the port in cubic metres (m³). The value must be 0 or greater. Use value 0 when several waste types have been listed on the same waste receipt but one of them could not be received. Do not add unnecessary waste type rows with a received amount of 0.

As a general rule, a WAR notification is not submitted if no waste has been received from the vessel and no waste delivery receipt has been issued.

Port reception facility provider name DE-069-01

Enter the name of the port reception facility provider that received the waste from the vessel.

Treatment Facility Provider Party

Complete this section only if the final waste treatment operator is different from the port reception facility provider.

If the received waste is sent to different treatment operators (for example, oily waste to a specialised treatment facility and solid waste to a municipal waste treatment facility), report each provider separately.

Enter the actual start and end date and time of the waste delivery.

Enter the actual date and time when the waste delivery was completed.
